I am reluctantly compelled to request that the option granted to Inspector Robert Lanigan to return to the Colony if he so desires for a further term of service be

withdrawn and that he should retire on pension after his

vacation leave has expired as I do not think his work is

sufficiently satisfactory to warrant his return to Hongkong.

2. lly reasons for making this request are that I have

ascertained since my return from leave that Inspector

Lanigan did not discharge his duties as Divisional Inspector Central satisfactorily during my absence, also that since my return I have had to complain of the very slipshod manner

in which he has furnished reports called for by me. The

last report has only reached me since he left. The specific cases leading to this recommendation are as follows:

(1) In September 1925 Inspector Robert Lanigan was

reported to the Acting Captain Superintendent of Police for making a false entry in his Morning

Report, He entered that he had done a patrol from

5 p.m. to 7 p.m. when in fact Kr. Burlingham, Deputy Superintendent of Police, saw him enter his quarters at 6 p.m. He was severely reprimanded by Mr. Wodehouse but the matter was not reported to the

Colonial Secretary. I consider Inspector Lanigan

deserved severe censure.

(ii) Mr. Burlingham, Deputy Superintendent of Police,

also found that Inspector Lanigan was not checking

the Visiting Officers Books at various points

Telephone Boxes, etc. in accordance with

instructions.

(iii)
